The Angels signed a third player—18-year-old Dominican righthander Juan Contreras—who was granted free agency from the Braves in November as a consequence of their international signings infractions. Contreras joins Venezuelan shortstops Kevin Maitan and Livan Soto as former Braves prospects who signed with the Angels.
Contreras signed with the Angels after the Major League Baseball-imposed Jan. 15 deadline, thus receiving no additional bonus on top of the $1.2 million deal he signed with Atlanta in 2016.

Traded: RHP Domingo Pena to Royals for 2017-18 international bonus pool money ($250,000)
Edinson Volquez had Tommy John surgery in August, and the Rangers signed the 34-year-old to a two-year minor league contract for 2018 and 2019.
The Rangers have consummated three of the past four trades in baseball involving international bonus pool money as they (apparently) court 21-year-old Cuban outfielder Juan Pablo Martinez. In total, the Rangers made five trades since July 2 that transferred $3.35 million of pool money to their budget, raising their total to $8.1 million.
