A 35th-round pick of the Blue Jays out of high school in 2019, Phillips decided to head to McLennan (Texas) JC instead of Louisiana State this spring. He made only four starts before the season shut down, but that was all he needed to show flashes of dominance. Phillips sits 93-97 mph on a plus fastball with plenty of arm-side run. He previously showed a tendency to overthrow as a high school senior, but made strides in the right direction at McLennan. Phillips' slider has improved to above average and will likely get to plus one day. He also has an average changeup with solid depth and can spin a curveball, although it is inconsistent. Phillips' control comes and goes and will need to improve in pro ball. He has a looseness to his delivery and athleticism to continue to develop.
