Venezuelan lefthander Liarvis Breto signed with the Mariners in 2012 at age 18 but advanced only as far as the Dominican Summer League before his release in 2016. The Tigers signed him following his appearance in the Venezuelan League this winter.
Breto, who turns 25 this year, led the VL with 37 relief appearances in which time he struck out 17, walked 11 and allowed 10 hits in 15.2 innings. Lefthanded batters went just 4-for-29 (.138) and managed all singles. Breto tacked on five more appearances in the VL playoffs.

The Red Sox signed Mexican League middle infielder Esteban Quiroz earlier this offseason. Now, the Cardinals have signed 23-year-old middle infielder Ramon Urias coming off a season in which he hit .340/.433/.577 with 19 home runs and 12 stolen bases in 106 games for Mexico City.
Urias is a 5-foot-10 righthanded batter who ranked fifth in the Mexican League in on-base percentage, fourth in slugging, third with 51 extra-base hits and first with 91 runs. He previously had signed with the Rangers as a 16-year-old in 2010 before Texas sold him to Mexico City in 2013. Urias also logged 57 games in the winter Mexican Pacific League, hitting .319/.429/.413 in 213 at-bats.
Because he was previously contracted with the Rangers, Urias’ signing does not count against the Cardinals’ international bonus pool for 2017-18.
