• The BA Draft Database has signing information for all rounds, plus bonus amounts and scouting reports for hundreds of players.

• The 2017 international signing period opened on July 2, thus we see six trades involving international bonus pool money in this installment. Teams have been permitted to trade international money since 2012, but this year is the first in which they can apportion specific dollar amounts of their pool and not simply trade one of their four “slots” with assigned dollar values. We are working to acquire the specific dollar amounts moved in all transactions.

The Rangers selected Georgia high school lefthander Kevin Matthews in the first round of the 2011 draft but released him in May 2015 after five ineffective and injury-riddled seasons. He recorded a 4.59 ERA in 82 innings in parts of two seasons at low Class A Hickory and did not pitch in 2016.

Matthews returned to the mound in 2017, where he struck out 48 in 28 innings in the United Shore Professional Baseball League, a second-year independent league based in Michigan. After signing with the Braves, he returned to the South Atlantic League with Rome.

Matthews went to high school in Richmond Hill, Ga., outside Savannah.

The Mets released high Class A third baseman Eudor Garcia three years after making the El Paso JC product a fourth-round pick. He missed 80 games in 2016 after failing a test for a performance-enhancing substance and also missed the start of this season. The lefthanded-batting Garcia hit .285/.337/.415 in parts of four seasons in the Mets system.

The Yankees signed undrafted Puerto Rican high school catcher Hemmanuel Rosario to a free agent deal with a $247,500 bonus, which is an unusually high amount for a player passed over in the draft. But in this case, there’s a catch. Rosario is just 16 years old, having started school at age 3, so while he has the experience of a high school player, he is roughly the same age as an international free agent.

Because the Yankees exceeded the $125,000 maximum allowed for all draft picks (or nondrafted free agents) signed after the 10th round, the marginal difference—in this case $122,500—was counted against New York’s draft bonus pool.
